JOB SUMMARY

The Finance and Accounting Manager will plan, organize, and prepare financial-related functions for Edenbridge PACE at Skyland Town Center. The functions to be performed include but are not limited to: budgeting, policy development, cash management, audit and tax preparation, forecasting revenues and expenditures, purchasing, accounts payable and accounts receivable, and accounting-related contract compliance. Additionally, this position will assist the Director of Quality & Compliance in managing compliance with all federal and District of Columbia requirements for the PACE program. This includes but is not limited to management of third-party administrators, data and financial report uploads to CMS and DHCF, monitoring of financial notices and remittances by CMS and DHCF, managing the annual Part D bid, and resolving any reporting issues.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide oversight of month-end close activities in accordance with accounting close schedule
  • Prepare payroll-related journal entries
  • Prepare Medicare Part D bid development process
  • Review and communicate to relevant parties all CMS memos related to PACE
  • Implement any internal processes and policies in collaboration with the PACE team
  • Provide oversight and management of PDE, RAPS, FERAS, fiscal soundness, P2P reconciliation, etc.  
  • Responsible for data and report uploads and monitoring with CMS and/or DHCF as required
  • Research, evaluate, develop, and recommend general financial policies/procedures/manuals and modifications to improve effectiveness and efficiency and to maintain internal controls
  • Prepare or oversee the preparation and review of financial statements (standalone and consolidated financial statements), reconciliations, and reports; provide information, analysis, and appropriate training to others on financial and budgeting issues; etc
  • Analyze information, call attention to trends and make recommendations
  • Respond to concerns and inquiries from Board members, funding sources, executives of subsidiary companies, state and federal agencies, vendors, employees, etc. related to accounting matters
  • Review account activities to ensure accuracy and conformity with applicable controls and guidelines. Notify appropriate persons and/or take corrective actions as necessary. Review and strengthen financial and accounting internal controls to ensure protection of financial resources. Formulate and enforce policies and procedures regarding cash disbursements.
  • Prepare/review adjusting entries and schedules for annual audit; schedule audit and work with auditors to answer questions, provide necessary information, review audit results, and implement necessary and recommended internal controls and/or other policy and procedure revisions
  • Coordinate preparation of budget and other related documents. Analyze budget revenues and expenditures as needed.  Prepare departmental budget requests and monitor expenditures for compliance with approved budget. Prepare quarterly forecasts. Coordinate and supervise the compilation and preparation of all budget programs for all subsidiaries.
  • Perform and oversee development of P&L statements, accounts payable schedules, accounts receivable and reconciliations, and other financial reports as assigned
  • If applicable, supervise personnel in providing accounting services and contract management, including training, scheduling, assigning and reviewing work, evaluating performance, performance coaching, and recommending or carrying out various personnel actions, as necessary
  • Oversee all contract administration to include annual review of current contracts and contract negotiations with potential new care partners in partnership with the Contracts Manager and Vice President & Executive Director. Responsible for supervising the drafting of new contracts, monitoring collection of CMS required contract support documentation, and follow-up open contract related items.
  • Prepare standard and ad-hoc financial analysis

QUALIFICATIONS

Bachelor’s degree in Accounting and eight to ten years relevant work experience. Thorough knowledge of accounting practices in the private and public sectors, budget analysis, preparation of financial statements, internal auditing of transactions,  accounting software, and general supervisory practices. Experience in financial accounting for capitated provider organizations and/or health plans with Medicare and/or Medicaid revenue is preferred.

  • Working knowledge/proficiency with QuickBooks
  • Excellent Excel skills
